Convert an .ai Template to a part of a Website

I need to have an ai file that I want coded for a site. It needs to be completed as soon as possible as in today. The text needs to be readable text and will need the css done for the red text. It needs to be responsive and fit the template. The preview button needs to link to [login to view URL] The getitnow button needs to link to [login to view URL] The Not a member text needs to link to an external link The area needs to look like the attached image [login to view URL] . The Logos , the pastels, and the hand can be on a background, but the text should be done with code and CSS elements. Use either the .ai file or the .psd file, but not that the psd file is not layered. $40 is optimal budget.
