Convert a Template to a Website xx

Looking for a relationship with an experienced C# / MVC5 / MSSQL, CSS/ Twitter Bootstrap Developer. I work in the Medicare Post Acute care provider services sector, have a unique offering, and am seeking a developer, who can take a frontend template, admin template, and implement functionality. A proposal estimating time and cost for services provided is required. As a consultant I appreciate all too well the time and effort that goes into creating a proposal. Develop administration section for managing customers. Must have password encryption, login screen, etc. 3. Develop customer area with login, forgot password, forgot login. 4. Manage list of records submitted by customer. Customers can edit previous records submitted. 5. Complete data entry screen with validation and builds xml output/pdf output file on submission. Screen must validate data entry. 6. All database tasks will be in SQL Server 2008. 7. Add Web API for system functions including user login, and file submission via API for step #5. 8.
