Build a database driven application/website using perl and mysql Database

I am looking for a database driven application/website using perl and mysql Database. 1) Website should have application login authentication - simple authentication using userid and password in database is good enough. 2) Top frame a)top frame should have logo provisioning on left side b)login/logout toggle on right side c)show current logged username in some appropriate place 3) It should have database driven menu. It should handle at least 3 level. It should have facility to show new menu(some red star or red color "new" along with menu item) a) sample data columns in table will be like(menu_id,menu_name(display),menu_url,parent_menu_id,is_new,is_enabled,is_role) b) menu item will call either static html page or database driven report/form page. 4) Every page will check if logged user is admin or non-admin. some pages will be displayed only for admin. If non-admin user tries to go to that page it will give some appropriate message. 5) .pl or .cgi files should be in cgi-bin directory,html should be in html directory,imgaes in images directory, javscript, css etc in respective directory. 6) Database tabular report - Everything read-only 7) Database tabular Report with edit image as first column. When clicked on edit image, it will open that particular record which can be updated or deleted. One or two column will have list of values that can selected and comes from database. 8) Master-Detail Database tabular report with plus sign on first column. When clicked on plus sign it should open detail record just below master record. There may be multiple detail records for each master record. Detail record background color and font colr should be different. when clicked on plus sign of another record detail records for that master record should open. By default all master records are collapsed. Detail should should run asynchronously if possible so that it doesn't take time to pull master record page. 9) Database tabular report - It should accept 2-3 parameters and pull database report based on parameters. 10) Tabular form to insert/update/delete multiple records in mysql database. 11) Page with multiple charts(4-6) of same size, dashboard kind of thing. Data for chart will come from database. a) atleast 1 pie chart, 1 bar chart,1 line chart, 1 line chart with multiple series. b) when clicked on portion of value of chart, it should open detail database tabular report based on part selected. 12) Image gallary. multiple images (about 25 images ( 5 rows x 5 columns )) in a page. Source path for images comes from database table. Database table has only path for images. Actual image is stored on folder [login to view URL] database table has 10 rows , it will show 10 images , if 100 then 25 at a time and link to go to next page to display next 25 images.
