Hi, I have experience scraping manta and they ban & show alot of captcha, but I know how to avoid that. manta have around 28.9 mil companies for USA + 1.4 mil for Canada + 1.6 mil for UK + 0.7 mil for Australia,
so total is around 32.6 mil.
Keeping in mind that you'll be renewing this each 6 month, I can offer price of $150 per million, so total of $4920 for 32.6 mil data rows.

I rarely re-negotiate once i estimate work. I've done a lot of scraping projects in the past (see my reviews) and i'm fairly confident this can be scraped without any issues. Even if they block my ip i have access to about 5 of em :) Certainly leaves room for issues.
