Develop a webservice coding template in Visual Studio 2005

I would like a working webservice project in visual studio 2005 that will allow a parameter to be set and involk a query against a sql server database and return a record set. The webservice will be used to populate combo boxes in several different forms. For example, one combo box might be state. The parameter to the web service will be "state" and the returned result will be a list of 50 states. Another example might be a drop down of "machines" in a factory. The parameter would be "machines" and the result will be a list of all machines in the factory. The database would serve as the data dictionary. One simple table, with a "groupName" such as state, machines etc. and another column with the actual values. A third column might be the sort order. e.g. Column1 Column2 Column3 state Ohio 2 state Indiana 1 state Oregon 3 machine 300t 1 machine 600t 2 Column 2 would be the values used in the combo box.
