Convert VB.NET project to use Sqlite instead of Access Database and add Encryption

I've attached a working project, it is an exam simulator which randomly selects questions from an access database. I want to use a sqlite database instead, so the code will need to be converted to work with sqlite. I also want the database to be encrypted incase someone hacks into it - i must be able to also decrypt it so i can edit it I am open to suggestions to using another type of database, however it must be fully compatable with all versions of windows without having to install any files in order for the database to run I also need this completing within 72 hours
