consulting for chat application (android and ios)

i want to create iphone/android chatting application. its 100% like whatsup just remove the (picture/video andlocation share) others are same. i need consulting for : i need strong and independent chatting application without using 3rd party. may message is very important. i need suggestion for Programming language,which server to use,DB , any idea or suggestion. i can pay 30 dollar for this consulting. i will use more than one freelancer for consulting to have more data and information.
