bugs in php auction script

I have set up an auctio site for a client [login to view URL] and have a bug problem and an alteration. Firstly when an auction ends the system is not sending out an email to either the purchaser or the seller. My client would like the phone number and dob on the register form to be optional and not required in order to post the form. I need this sorted very quickly so if it can't be done today please don't bid. Payment by Paypal once it's done only. There will be more work on this site for more $ once this has been sorted. Thanks
