Hi, I've reviewed the details of your project and while I can't provide a firm bid without seeing all of the code so I can determine how many changes are going to be needed, I'm confident that I can complete the work at this price. I've been programming for over 25 years with the last 12 working primarily with PHP. I've been working with MySQL since its first release as a light database engine for desktop applications and have naturally continued its use in my web development work.
Limiting the number of files in a specific folder is not difficult and based on the sample you provided, it won't take a lot of work to modify the existing code.
While I know you will receive bids which are lower than mine, I hope you will also consider the experience and reputation of the bidders. My rating is 5/5 and I have a 100% delivery rate. While there is nothing wrong with your suggested change, perhaps an alternative would be to store the images in date based folders, for example images/2014/9/4/imagename.ext. This would eliminate the step of counting or tracking the number of files in each folder, and create a more uniform folder layout which can be easily maintained.
