Program will need to decode optical characters. The characters are alpha numeric and of varying lenghts. Characters are often lower quality. Program is expected to produce a result in less than 30 seconds. Program is expected to produce an exact match in at least 15% of the attempts. A poor quality sample is included for your inspection.
