Complete Website Design

I'm looking for someone to build me a competitive gaming league website using CSS:HTML:PHP database. Details of must haves are as follows; -Member login with profiles. -Profiles must include the following (Join Date, Last sign in date, biography area, character name, clan name, clan tag, Country, and State, Win/Loss statistics for 1v1, 2v2, 3v3 and 4v4 *These statistics are UNEDITABLE by users, only Admins/Moderators can edit this field of members) Also included in players profile must be a link that other members can click to "Challenge" one another, which sends a Private Message to that player that a member has challenged them to a match. -Ranking system where only Admin/Moderators are allowed to quick and easily edit each members "Match Ranking stats". -Ticket system where members submit a brief form with fields for the players names, match type, and a screenshot of the winning match that ONLY an Admin or Moderator can view/edit/close. Additional features may be added or subtracted as seen fit. I'm looking to get this job going asap. Designer must be willing to provide constant updates and progression. I want the website however to be much more simplified (not as detailed, or content heavy). I wish to keep it fairly simplistic, and to the point of what is being offered without a bunch of unnecessary content.
