Chatting website

I am looking for someone who can develop website for chatting only. This is for a church counseling chat and discipleship group chat. Requirements: 1. All conversation on the chatroom are saved into database. 2. Three kind of chatrooms: - one on one chatroom - group chatroom - based on interest chatroom, for example, basketball, music, art etc 3. For one on one chatroom, this is like a call centre where there will be an operator, new visitor will handle by any available operator. 4. For group chatroom, 1 group admin can only have 1 chatroom. 5. Based on interest chatroom can be created by admin only. Member cannot create new chatroom. 6. Member/visitor has to register first before begin to chat. The site theme is cartoon or comic.
