Build new student website with Profile/Surveys/Click Reports

Need a new site built ideally within a month. You can choose whatever language to write it in, we will help design it + but primarily we just need the functions below: To keep it cheap, it could be hacked on top of Wordpress/Joomla etc, but ideally we would want a fresh build. We have the content ready for all the pages & already have a existing website, that we cannot easily upgrade as its stuck in an old Wordpress site.
