Build an Online Store (mostly frontend)

I want someone to take over my already existing Magento website and give it a professional feel and look, I want certain specific features to be added as follows, -A shopping cart that scrolls with the page (is always visible on page) while shopping and this cart to show total billing amount as well as total savings (addition of all the discounts the user avails on the website). -The Shipping Method to include time slot delivery system, where the customer selects the when slot he/she wants the goods to be delivered. -Random display of products on the category pages, so that a customer coming back gets to know more and different products available on the site. -A fresh and fluid look and feel for the user. I want the job to be done by 12th February 2014, I can pay upon $250. This is an urgent project so I'll transfer it within 24hrs!
