Require a website with a login page. A way for members to subscribe and pay for access to the website. The website is to create a users aviation logbook which will store details of every flight. Then use this data to calculate how many hours this person needs before they're next license. I will also modulate civilian and military logbooks . An excel spreadsheet with the correct functionality has already been created and we are looking into turning this into a marketable web application. Basically we are looking for a database and a simple webpage front end to add, edit and manipulate the data within. We have other ideas for expansion possibilities once the site goes live and we hit certain subscription rates.

For this project I would recommend the use of a CMS (Content Management System) with a CCK (Content Construction Kit) called Seblod. Seblod will allow to define the capture forms with all necessary fields as well as the reports (the summary log with total flight time and so on).
