ArcGIS Explorer - simple Custom Task

I have already written a desktop app in VB.NET that stores/display information about local land parcels. I have also acquired a GIS shapefile that contains polygon information about the local parcels. I would like someone to write a custom task for ArcGIS Explorer that does the following: 1. Searches the shapefile for the specified parcel number 2. Shows a border around the parcel in ArcGIS Explorer and zooms to it. There may also be some small modifications to be made to my existing app. I basically want to be able to click a "Show on Map" button, and have ArcGIS launch (if it's not already open) and show the parcel for the currently-selected record in the app. I have existing code (again in VB.NET) that performs some of these tasks, but my efforts weren't entirely successful. I'll let you decide whether to use all, none, or part of my existing code.
