Client for Chat, News and Data Streaming.

This is my first time renting a coder, so excuse me if I'm not following format as expected of me. 1.x .1: Needs to connect to a forum SQL database to match and verify user credentials. The "Users" connecting to the client must be signed up at our IPB forum. It lists information about the user in the client, like IP address, post count, what groups he's in, and his forum name of course. .2: Needs to stream files from the IPB database, for example, .exe files. But the .exe files must be ran directly from the client to avoid usage when not connected to the internet. Let's say we're talking about tools distributed by our site. We wouldn't want it to be leaked or used privately OUTSIDE of the client. We want to be able to add files available for streaming from whenever we want in case we for example release a new product. .3: A chatting system that allows you to either join a chatroom, or connect to other users connected to the client individually. It should just the users like on MSN/AIM, and changing your screenname would be a plus (whilst your username is still apparant if you hover over them or whatever for identification). .4: Allows for download from an FTP directory. The file addition and "title" should be determined in the administrative panel so we can add files for download whenever we want. .5: Have a good system for listing items available for download. (e.g in categories and sub-categories.). .6: Be able to have ads placed on it. We should be able to place the ads where we want through the administrative planel. .7: An RSS feed for news displayed in an individual "News" panel. This "News" panel or form should be modifiable. .8: A flexible administrative panel that allows for easy modification without having to redo the whole client. .9: Must work for all windows versions. Our graphics guys can make a GUI for you to use. I understand if some of these demands can seem hard, so please tell me if I was too specific or if I should cut something out.
