Additions to exitising PHP/MySql Code

My budget for this project since it's basically very simple from what I've been told... is max $75 - Simple scripts, just need help excuting :) The purpose of this website is to gain more friend requests via myspace. You grab your id and type it in and your able to add other myspace users easier. You can take a look at the code and figure out if your able to do what I want. The better way to get higher on the list is if your VIP. VIP section is if you pay for it. It logs the ID into a database. The website is based on a point system. The more points you get the higher you go. VIP = 25 points, Referrals = 50 points, Regular users = 1 point. Wants - When you enter ID, and your logged in have a place to enter email. It logs the email so VIP users, get them when they login (only vip) users. It grabs the email in incremints of 45 in seprate form boxes.. will show example when time comes.
