andriod app - website inside an app frame

Hi there, I am looking for an experienced mobile application developer to create a simple android website frame application. Quite simply, I have a mobile website and was wondering if I can put this into a browser frame (or other technical advice you give me). The user downloads/installs the application from the android marketplace. When the user clicks on the application, the website opens within the application. The app only browsers THAT application. ie. more like a fake application. I have seen this done on numerous iphone applications The sucessful developer will build the application frame and also help me with submitting it to the app store.
