Create a very similar website of an existing site with changes

I need a very similar website to [login to view URL] . I don't want an exact copy but of a similar look and feel. The difference will be that the users instead of giving cash will complete affiliate offers to raise money for different funds. This will of course need to be tracked similar to the way the cash is being tracked on this site. I will need to be able to approve or deny when people say they have completed an offer. When I approve a certain amount of cash will be added to the appropriate person's fundraising campaign. I will give smaller details about affiliate marketing later. What you are NOT responsible to produce: 1. The video demos showing how the site works. 2. No credit card or other giving (the site is based on affiliate marketing making money) 3. Sending email campaigns from the site. Ability for me to track who has completed affiliate offers and be able to approve or deny them. 2. Ability for users to create their own pages, similar to how it is down on [login to view URL] 3. Must have easy way for users and guests to share the customized fundraising pages with friends via facebook (facebook connect), twitter, etc. 4. Must be very secure. 5. Must have tracking and reports of visitors users' individual funds. 6. Admin must of course have access to all statistics. 7. Admin must be able to pay out to users via paypal once the user has reached the minimum $10.00 raised. All calculations must be easily performed on the site. For example, if I pay a user $50 through paypal it should deduct it from their account. 8. Email addresses and names of users and guests who complete offers must be captured.
