Create a Dynamic Website with user logins to control it

Dear All I would like a dynamic website. ? I would like an SQL database securely connected to a website. ? The language you want to use is up to you. Every page of the site will call text from field in a database table I will give you. The sites Database will have Tables. (1) One table will hold all the User logins to administer the site. Mark - Can edit all fields, all text on all pages and reset passwords of others users. Tony - Can edit Menu items, Prices , Descriptions Brendon - Same rights as Tony Manager - Same rights as Tony Ideally I would like to be able to use radio buttons to decide rights myself. (2) ? Another table will hold customers information, allowing them to add themselves to our mailing list. (3) ? All pages must be CSS, load less than 5 seconds and have SEO tags. I would like to deal with an english speaking person but am not concerned where you are based, I've worked with professionals from around the world. The chosen coder will contact me through Skype and Emails. You must be able to connect the SQL database to the site and demonstrate how this is done. I want to use a connnection string and I want the database connection to be secure. The right person will definately get more work from me I have 3 clients waiting. Many thanks Mark
