Clone Adobe Reader / Cad Kas

Hi, we need a desktop? application which clones the basic features of Adobe Acrobat Reader and teh saving feature of cad kas. The key features of this application are that users need to be able to open up existing pdf forms, fill them out in the traditional way and then have the option to either print them, or save them for future altering or save them as a pdf. When you save a file in the program 'cad kas', the information that you save is flattened, so when you? open up that form in? another pdf reader, the? information can not be changed or altered. It is similar to flattening layers in photoshop.?
