CMS/ One page layout script wanted

I have a picture of a layout I require for a one page website script and I want to use an (open source CMS control) so I can create more pages like the script. All a coder will have to do is setup that CMS control and code the script of the layout I need. The layout picture will be in attachments if you want to look at it. I believe this to be a simple code project that can be done in day or few hours. I would like to set this up for two websites.
