advertising package needed CGI/PERL/SCRIPT/JAVASCRIPT

am not very skilled or knowledgeable in the area's of CGI or scpriting (probably Java) so I appologize for the rough details on what I need. Here's what Im planning on doing. I am setting up a website which deals with online advertising. I want it to work kind of the way ebay does excluding the auction aspects. 1. Allow users to register a user name and password so they can be allowed into their member account. a) The user account should allow them access to their advertisment(s) so they can make updates to their ad(s). b) Handle billing and contact information. c) Be able to make payments and toggle on and off reoccuring payment option. [login to view URL] an Ad with [login to view URL] a) In the "online" form page choose which type of Ad to place (Barbershop, Beauty Salon, or classified) b) If barber of beauty is selected, the user should be prompted for their username and password or to create an account if they havent already done so. After being cleared they should have a form to fill out which includes all information which will go on the Ad(form example will be supplied). c) After form has been filled, 1 of 3 predisgned templates (how their ad layout will look) can be chosen. d) Finally the user will need to select how long to place the Ad for which will also correspond to the price. e) After the Ad is complete, a link should be placed on the proper page (barber shop or beauty salon) with an automatic removal timer which will remove the link and ad once the paid time has expired. Ad will not be removed if reoccuring payment option is selected. * * * ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
