Database - capture and share user submitted information(repost)

This project initially requires the design to be progressed / finalised pertaining to a new www site. Registered users will be enabled to upload text / pictures / video against a template, and this data can subsequently be viewed by all other registered users. Information to be held in 'draft' format until user happy to upload to live. Live www viewing of information to be time limited. Search features required. Message threads against uploaded information required. Comments / blog to be enabled against each text / pictures / video package. Links to social networking sites to be enabled. Payment facility required. There are other site requirements which I have not typed out here. I would like to enter into a constructive working relationship with a coder / designer who has the skills and experience to take this website to a successful go-live - and beyond. Please make realistic offers, and add details where you can of how you can add value to this site.
