Change website mailing format + fix small bug

Max Budget: $50 (I can't pay more, this is a very small project, I prefer bids around $30). Hi, I run the classifieds script from [login to view URL] This is an excellent script but I have two small problems that are giving me hard time. 1- Mail format: All pages use the Unicode UTF-8 encoding, so when visitors send emails via the site to the sellers, the sellers get the text (Arabic in UTF-8 format). Google, and MSN recognize the UTF-8 format, and display the message in UTF-8 format (Perfect). Yahoo does not, it opens the email as Arabic (Windows - 1256). Maybe it does that because that is the most one I use, but when I get emails from At&t or any other company, the email gets opened as UTF-8. So, this means that there is a way to make Yahoo understand what to open it as. I did some research, and it seems like mime header settings could fix this, but I have no idea how that works. Anyways, all I want you to do is to make Yahoo open any email that comes to my website as UTF-8. Emails from visitors, emails from the system (forgot password, ad expiring, etc..). 2- Regions module: This script has a regions module, they say that it works fine, but suddenly it doesn't work. When you have the module on. (Admin: options), and try to add a new ad, and you select one of the regions, it gives you an error and asks you to select the region again. Note: You might not see this problem, so fix problem 1 first, and then I will give you access to my site to understand it better. Don't tell me how good you are, just download the script from [login to view URL] and fix problem #1 on your server or your computer, if you show me how it works, I will select you right away, then I can show you problem #2 if you don't see it.
