Create a web page update notification

I would like a program that notifies me through SMS when a change is made on the site. The site is: [login to view URL] (it is in German, so basic knowledge of it is required). I would like to get update when a new car is added. It should be parameterizable. I mean that it should warn me after a given type of car has been added. My image it as follows: -I add the parameters through an interface that is similar to the search pages ([login to view URL] , [login to view URL], ...) -The program will run on a page with non-stop Internet connection, and perform the query every 15minutes (this should be changeable as should be the connection type ??" I mean the proxy server being used if any). All configurations should be performed in a visual form, not by a configuration file. -The SMS part will later be added by me, so please create a suitable interface for it (for example the placeholder: function(text, phone-number) -I would like a basic registration system to be added that is based on an activation scheme (a client-id is sent based on the system configuration and key-code is generated based on it, which is unique for the computer). I would prefer the program to be made in Delphi. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
