Build a simple web based spreadsheet based on the attached excel file

To create a web based spreadsheet based on an excel file attached to this project. Basic math formulas are used and can be found within the excel file. Requirements (pdf file) are also attached. Likely this will be implemented in javascript, although this allows the code to be viewed via "view page source". Would prefer that the code is server based, but this may require that the user has to click "submit" buttons which I do not want. Open to suggestions how to implement - ease of use for end user is priority. If you are the winning bidder, you will develop this and upload to your own server so that I can test it out before accepting the source file(s). As part of your bid, please tell me how long it will take you to complete, and if you have produced similar web based spreadsheets, examples I can go and look at. I believe this should be a fairly easy project for many of you. I would like this to be completed (coded and tested) by September 12th). Thanks very much!
