Admin page for data driven app (PHP / SQLite)

I need a developer that has worked with PHP and SQLite databases to finish the PHP code that I have attached. The data structure allows for unlimited number of Categories to be added. Within each category - there are top-level items and clicking on certain items allows one to drill down to deeper levels. The navigation code attached is already working. I need somebody to add code to allow for editing individual items (and adding new items / sections - including the ability to reorder the items). When editing individual items that are content items (and not parent navigation items) - there also needs to be the ability to upload a .zip file that will either add or replace a zip file with the same name as that of the SectionItemID (ie if SectionItemId is 3001, then the zip file name should be [login to view URL])
