Hello, I can build this site for you without using WP or Joomla. And I'm an American, so communication should not be an issue. What do you mean by "the site will be desktop only". Do you mean for desktop browsers? Perhaps if you are still putting together the functionality requirements, you should consider a smaller project just for this part.
