Convert HTML to Wordpress - repost

We have a website currently on a dev site which we do not have access to. But it is simple HTML, about 8-10 pages. We have already copied the homepage to our hosting as static HTML, but need the entire site built in Wordpress rather than static HTML. The menu's should all use Wordpress menus (not hard-coded) and the content all editable. We have some alterations and image changes needed too, which are outlined in documents ready to send to the winner, it is only minor changes such as images and links to complete the site. We need something done quickly, we will need from you the Wordpress files and Database export once you have completed the work. You will need to do this on your own hosting/locally on the latest version of Wordpress. Thanks
