Converting JPG to HTML(repost)

This is easy all we need is a good html/css person that can turn jpg files to html. This job is for Converting 1 mainpage jpg with navigation that has mouse over effects. We are looking for a long term relationship, coders that can work fast and convert 50 or more one page layouts a month. Html and css must be optimized and up to all latest standards. We are looking for a bid under 10$ for this project especially for a lang term relationship as all our designs are similar to this page and will be need to converted to html for the same price/page.
