Directshow transform filter - interlaced to progressive

I am in need of a directshow transform filter that will do the following: - convert an interlaced DV AVI into a double frame rate progressive frame movie. For example. If the input is a 720 x 576 DV PAL movie with 25 **interlaced** frames per second, then the output should be a 720 x 576 DV PAL movie with 50 **progressive** frames. In other words the original movie as been deinterlaced and turned into a double rate movie - Provide the option on the filter to output the image at half size eg input = 720 x 576 25fps -> output = 360 x 288 50 fps - Provide an option for selecting whether field A is extracted and processed first or field B is processed and extracted first. - The options on the filter must be able to be set in code. I would be preferable for this filter to be written in C++ and for the solution to be able to be run in VisualStudio.Net. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform Windows 2000, XP
