BitTorrent Download Accelerator using Caching

I, and my 500 buddies, would like to be able to download our files, from public trackers, faster. I need to have some system created to make this possible. Here is some information about my buddies: 1) They all use Windows XP. They all use different BitTorrent clients, with <[login to view URL]> being the most popular. 2) They get their torrents from public places such as TorrentSpy and minivova. 3) They are not very good with computers. I have 5 Windows servers (running uTorrent) in New York, San Francisco, Paris, Berlin, and Toronto. These 5 servers are all on high speed (50 Mbps minimum) connections and have large (but not unlimited) hard disks. I also have one Linux server in New York with a very fast connection that can be used as a control server. I might want to add more file servers in the future, as my number of buddies increases. I want to make sure only my buddies can use my system, so everyone who wants to use it will have to register on a webpage. I also want to be able to control how much (in GB) each of my buddies can download from my servers. Once the system is up and running, it should be able to function with only basic maintenance or none at all. It’s very likely that this project will require a BitTorrent tracker. Please let me know if you have any questions. ## Deliverables Please be sure to include in your bid some brief information about how you intend to accomplish the following: 1) Determine which files to cache 2) Determine which cached files should be deleted to make room for new files 3) Inform the file servers of #1 and #2 4) Prevent my 5 file servers from seeding more than 200% to people outside my buddy network 5) Pass the necessary information to the BitTorrent clients to enable acceleration 6) Prevent my buddies from downloading more than they are allowed If you don’t know how to do some of the above, it’s OK; I do. I have the project designed in detail but I want to make sure I give the information only to qualified coders and not the competition. 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law.
