Allow RAS disconnect for non-admin user when RAS connected by admin

In Vista, if a RAS VPN connection is made by an administrator or system, and a regular user tries to disconnect that RAS VPN connection, an error message is displayed that says "It is not possible to disconnect at this time. The connection is currently busy with a connect or disconnect operation." This appears to be a permissions issue.
I would like some way to make a connection similar to or in addition to [login to view URL], such that after the connection is established, a regular user can manually disconnect the RAS VPN connection, just the same as if he had initiated the connection himself under his own credentials.
## Deliverables
To reproduce this problem, first create a VPN connection accessible to all users from the administrator account. Then log on as a restricted user, and run the command prompt as administrator. Enter "rasdial conenctionname username password" to establish a connection as administrator. Then once this is established, try to disconnect the VPN connection using the user inteface in the restricted user's desktop.
I would like the solution to be either a replacement for [login to view URL] to make a connection with the permissions set in such a way that any user can disconnect the connection (*without* explicitly setting the connection's permissions to only equal whoever is logged on, since i want this to be a general solution in multiuser systems and when a connection is established by a service when nobody is logged on), and be in C++ using Win32 API's and not .NET.
