Add A Compiler

I have code for an existing program. ? I want to add an external compiler that can work with English letters plus understand the Alt + number codes to create characters in Spanish. ? Example, Alt + 0241 would create the letter n with a ~ over top of it. ? The compiler would product a .dat file. Then I need an internal compiler that would read the .dat file and translate it back to text so the program would useful data to work with. I also need one update to the code itself. ? I need to have one radio button turned off.
