completing a php website

I have had 2 different website designers working to help me get my website up and running. The first I paid in full before the project was done and he couldnt do anything that he promised. The second person did almost everything that we planned but has not completed the site and I have been unable to get ahold of him for the last week and the site is almost ready to go live. there are a few thing that need to be tidied up on the site which is otherwise set to go. It is php based and is an adultdating site. I need the forums integrated, an event manager inserted and some basic stuff set up as well as the admin panel set up. The site was meant to go live on 1 Feb 2006 so we are way behind schedule. Because of what has happened before I will not pay anyone who bids on this until the site is fully up and running to my specifications. This is not negotiable. If you arent prepared to work on these terms please do not bid. I will want a nondiclosure agreement signed if you go ahead with this and there will be no advertising allowed on the site for anyone who does complete the site for me. I will let you know more details about this once bids have been placed and am quite happy to do the payment using the escrow system.
