Clone of a website

I want clone of the website safeway.com. This means all current functions of the current website should be duplicated in its entire state. Duplicate every internal operational aspect of the website. This would include all items like administrative panel, CMS, and other important functions of the website. If the website does not have an administrative panel the you must create an administrative panel that would allow the client to control the website from a administrative standpoint. Also the code/script should be developed where the client IT staff could modify, add, delete, and extend current code/scripts. The code should be secure, well developed without wholes or code errors. The code should be complete without any breaks which would require more time for correction and modification later down the road. The code/script should contain and packaged in a zip file. The zip file should contain a document which gives the information about the code/script and the website that was assigned and developed. Payment only after full testing & bug free.
