Custom Sharepoint Document Library

Customize Sharepoint's Document Library for filing documents and set up document level permission based on predefined template. The application should be running on Office 365 (Sharepoint Online P1 plan). A testing environment can be provided if necessary. The development time should be no longer than 2 weeks. Technical Requirements: -SharePoint Online/365 Experience -Form design -View design -Workflow creation -Document level permission -No need to handle/provide e-signature / digital signature feature. The main purpose of the system is to store the contracts and all contracts are just a normal pdf document. Design specification is attached. If you have any questions, feel free to answer. Thanks!!
