create mobile app

I want to create a mobile app that allows the user to input the street address of a property and to obtain automatically the sale price of this property the last time the property was sold. The data (sale price) is available from a governement website. However, the data base is not accessible directly. We need to enter the identification number of the property on the government website and other information in order to obtain the list of all the transactions on the property and the sales price for each transaction. The identification number of the property can also be found only, on the cities' website. We have to input the street address and to confirm that we are not a robot to obtain a PDF file which is the description of the property. In that file, there is the identification number of the property, which needs to be entered on the governement website to obtain the list of the transactions on that property. However, the exact way to obtain the PDF file (property description) from cities' website vary a little bit depending of each city's own website. I can do the whole process, from entering an address of a property to getting its last sale price, on my own. What I need is a developer who can create an automated process that works with addresses from any cities in the province of Quebec (Canada), regardless of their website, and that can find the identification number of a property from the PDF file (property description) to enter it on the government website. After that, the app needs to output the last sale price of the property.
