Create requirements document for Android app

I need you to write a requirements document for a new Android app. Mind it that I don't need any code at this point rather this document will be provided to a developer to write the code. The person bidding should have excellent understanding of Android app and preferably should be a versatile coder. The deliverables include 1) creating a detailed questionnaire having all the aspects that will lead to creating an android appl., 2) writing responses (/specifications) based on the business requirement, that can be understood completely by a developer. This is an urgent requirement and I need to complete this by Mar 27 at the very latest. I will need the person to provide me the requirements template / questionnaire upfront.
