Create a Mobile Website

We are looking for someone who is expert and fix following things: Issue : We promote videos in our website. Videos are connected to a timer which starts only when video starts. Now there are two major issues , you tube is not counting the views as you tube video are on auto play in pc. In case of mobile when we use Google chrome or any other browser except Mozilla in mobile videos don't auto play & time starts. Fix : 1. What we want is views should be counted at you tube 2. Time and Video should work fine at all device which means timer should only run if video starts or is running.
