App for connection sensors via Arduino (Rfduino) to Android and iOS

I plan to connect different sensors to an Arduino (more precisely: an Rfduino, which is an Arduino with integrated Bluetooth 4.0 LE). These sensors will measure for example temperature (by voltage via analogue input) or water flow (by impulses via digital input). I need someone who writes a.) the Arduino sketch to read the digital and analogue input and deliver the values via integrated Bluetooth to Android ( >= 4.3 ) and iOS devices b.) a simple, but nice-looking App to show and process the values delivered by the Rfduino. This could, for example, have a cockpit-like look. This app should be as much as possible based on HTML5, so that it is very cross-device and be converted to both Android and iOS (e.g. with PhoneGap) and can be styled by others. If you can do this in HTML5 but don't really want to do the designing, that's fine. As long as it relies on some HTMLish template, somebody else can do the final design. If desired, I will send you all Rfduino hardware necessary for developing and testing. It is necessary that you have a smartphone ( Android 4.3 and above) for testing. To be frank, I don't really know how much this project could cost, so I have set ridicously low and high minimum and maximum bids.
