Android (PhoneGap) app for creating reminders

Hi I need an app that will allow creating and displaying reminders according to a simple, custom logic. The user should be able to create a new reminder, add the reminder text, and set the reminder datetime. When the reminder datetime arrives, the reminder should be displayed, along with an option to delete it, disable it, or to snooze it to a later day. The app's settings (text message of each reminder and the respective next alert datetime) should be saved in such a way that it's backed up/synced seamlessly to some free cloud service. E.g. by using Dropbox integration, but I'm open for other suggestions. The app's settings file should be encrypted using a strong encryption, with the user being asked to enter the password in the app (just once. the password should be saved locally on the device). The app should be made at a high level of quality, according to common best practices and coding standards, and thoroughly tested and debugged, before submitting it to me. It should also be accompanied by a detailed readme, with build instructions etc. The app should in principle be compatible with iOS but testing it on iOS isn't required as part of this project, possibly as part of a separate followup project. This isn't a job for beginner coders, but for experienced developers who understand what it takes for even a simple app such as this to be very reliable. Before accepting your bid, we should have some discussion to clarify any questions you may have, consider any suggestions you may have, add some mockups for the screens, and tweak the spec accordingly.
