Create Iphone & windows mobile app

I am looking for a mobile app that will work in apple devices, as well windows mobile devices. The app consists of using phone functions. (more in detail once we chat more in detail of the app). It needs to be capable of adding content via a livestream feed in one of the tabs. Be able to put banners in the app in a custom designed feed managed by me. Upload from a feed.
