Create a Mobile Website

Create an Android/iphone/windows mobile app for mobile phones and tablets, that accesses a database using a text or camera input key, to determine entitlement/authority and update a database with the registered user's details. Also complete payment details using a registered credit card, and allow top-ups to the transaction using the same or a different credit card. Allow access to the transaction details from a separate authorised manager.
