Build Registration Bot

I need a blog commenting automation bot (windows application) that will post comments after registering a user on a social community website. High Level Requirements. It should have a Time Delay option and be able to use multiple accounts simultaneously. It should be able to register new accounts on the social community website (website has captcha) It should be able to signup, activate email link and complete sign up. It should be able to use CSV file to sign up new accounts. (User accounts data will be provided) It should be able to post comments to any blog post on the social website. It should be able to handle multiple posting of comments and creating new accounts. I will provide you with Requirements document if you bid. Budget is Max $250. This application can be built using Visual Studio, it will be a GUI application. I already have one created, if you can look at the current one and fix it or you can build one from scratch.
