This kind of extension of Alfresco may be introduced to company's here in Brazil where I offer a Customized Alfresco based on SaaS platform. So in this case, the partner (you) may just pay for 60% (value of this bid) of total price of the investment, and give me rights to distribute this extension as part of my product.
