Android Ad-Hoc to Cellular Data Gateway App Needed

We need someone experienced in writing Android apps that utilize the WiFi function. Overall idea is the app will enable the Android device to establish an Ad-Hoc connection with 'Device A' and use the cellular data connection to make a connection to 'Site A'.
