Create a MT4 EA with Webservice Call

I want to build an EA which will have 2 properties 3) ServiceCall – URL -- Example - [login to view URL] 4) Rating = 1 to 10 value. The EA will monitor the account, whenever a New pending trade is created in the account the EA should be able to call the URL passing in value 1) Pair (EURUSD), 2) Price (1.3200), 3) TimeFrame (4 hr) and 4) Trade direction (Long or Short), the URL will return a value back between 1 to 10. If the value is greater than Rating value then it should leave the trade otherwise cancel the trade setup in the account.
